A Just Law Is a Strong State
An expert meeting was held at the University to examine the content of the constitutional reform from a scientific and legal perspective, clarify the essence of the proposed institutional changes, and facilitate a professional exchange of views between representatives of the academic community and the public.
The meeting was attended by Deputy Akim of the region Zholdas Nurlanovich Batyrkhan; Chairman of the Board–Rector and member of the Constitutional Reform Commission Laura Chapaevna Karabassova; Chair of the Regional Public Council Tattygul Dzhaksybaevna Talayeva; Head of the Department of the Assembly of the People of Kazakhstan and Socio-Political Disciplines, PhD, Associate Professor Sarsembin Umbetkhan Kuandykovich; and Head of the Department of Law, PhD, Associate Professor Ainur Zharylgasynkyzy Nurutdinova.
The participants delivered reports on the key provisions of the draft new Constitution.
During the meeting, the legal mechanisms and socio-political significance of the draft Constitution were extensively discussed. Experts emphasized that the proposed document is aimed at strengthening the values of justice, the rule of law, and social responsibility.
Special attention was given to the development of human capital, the strengthening of a secular and high-quality education system, and the recognition of science and innovation as strategic priorities. According to the experts, the formation of a knowledge- and science-based economic model is a key prerequisite for achieving long-term socio-economic outcomes of the constitutional reform.
Held in an open dialogue format, the meeting brought together representatives of the academic and legal communities, media leaders, faculty members, and heads of the University’s structural divisions.
The event strengthened cooperation between the academic community and the public and provided an opportunity for a deeper understanding of the constitutional reform.
