Key Requirements for Foreign Specialists

Foreign specialists involved in teaching and/or research activities must meet the following requirements.

1. Academic Degree
Possession of an academic degree officially recognized in accordance with the established procedure.

2. Scientific and Professional Achievements
The specialist must meet at least six of the following criteria:

  • publications in scientific journals indexed in international databases (Web of Science, Scopus, etc.);
  • a Hirsch index (h-index) relevant to the field of scientific activity;
  • authorship or co-authorship of monographs;
  • possession of patents, know-how, or copyright certificates;
  • awards, prizes, and/or honorary titles for achievements in science and education;
  • experience in supervising master’s students, providing academic guidance to doctoral students, and participating in the preparation and defense of master’s and doctoral dissertations;
  • membership in editorial boards and advisory councils of peer-reviewed scientific journals (with specified membership periods);
  • participation in program and/or organizing committees of international scientific and scientific-technical events;
  • membership in governing and advisory bodies of international scientific and professional societies, associations, and unions;
  • leadership of leading scientific and scientific-pedagogical schools, as well as research and academic teams in top educational and research institutions;
  • experience of at least 3 years in leading foreign research units (laboratories, centers, etc.) at leading universities and research organizations;
  • experience working as an expert in international scientific foundations, governmental organizations, and agencies;
  • membership in international commissions and councils on science and education.

3. Teaching and International Competence
Additionally taken into consideration:

  • teaching experience at foreign educational institutions at the bachelor’s, master’s, and/or doctoral levels;
  • proficiency in modern educational and research methodologies;
  • experience participating in international scientific and educational projects;
  • experience in academic mobility, employment, or internships at foreign universities and research centers;
  • proficiency in a foreign language (English and/or another) at a level sufficient for teaching and research activities;
  • experience participating in grant-funded projects as a project leader or contributor.
