Persons with Group I or Group II disabilities, persons with disabilities since childhood, and children with disabilities.

• A copy of the disability certificate (medical and social assessment).

The medical and social assessment certificate is issued by the territorial department of the Committee for Labour, Social Protection and Migration of the Ministry of Labour and Social Protection of the Population of the Republic of Kazakhstan.

For applicants from families raising children with disabilities since childhood or persons with Group I or Group II disabilities.

• A copy of the disability certificate (medical and social assessment).
• The applicant’s birth certificate.
• The birth certificate of the child with a disability.

The medical and social assessment certificate is issued by the territorial department of the Committee for Labour, Social Protection and Migration of the Ministry of Labour and Social Protection of the Population of the Republic of Kazakhstan.

Supporting documents, depending on the basis of entitlement:

• A certificate in the prescribed format or a pension certificate bearing a note confirming entitlement to benefits.
• A certificate in the prescribed format, certificates from the military commissariat confirming participation in combat operations in other countries, or a military ID bearing the relevant note; a document confirming work supporting the Soviet military contingent in Afghanistan; medical records of wounds, concussion or injury; certificates accompanying orders and medals of the former USSR awarded for participation in support of combat operations.
• A certificate of participation in the Chernobyl nuclear power plant disaster response, or a document confirming participation in the response to other radiation disasters and accidents at civilian or military facilities, or in nuclear tests and exercises; alternatively, a certificate from the military commissariat or the Ministry of Emergency Situations confirming such participation.
• A disability certificate for military personnel (a certificate confirming the entitlement to benefits of a Soviet Army veteran with a disability); a certificate of wounds, concussion, injury or disability; a certificate from the military commissariat confirming participation in combat operations, or a pension certificate bearing a note confirming entitlement to benefits.
• A certificate in the prescribed format; a certificate of wounds, concussion, injury or disability; the relevant certificate from the internal affairs authorities or the National Security Committee, or a pension certificate bearing a note confirming entitlement to benefits.
• A certificate in the prescribed format; a certificate of wounds, concussion, injury or disability; a document confirming the relevant category and that the disability arose while supporting active military contingents abroad; alternatively, a pension certificate bearing a note confirming entitlement to benefits.
• A certificate in the prescribed format; a certificate from the territorial social protection office confirming a disability resulting from response work following the Chernobyl nuclear power plant accident or other radiation disasters and accidents at civilian or military facilities, or from nuclear weapons testing; alternatively, a conclusion of the Central Interdepartmental Council establishing a causal link between the illness and radiation exposure.

Orphans who have lost both parents or their only parent; children without parental care; and young citizens of the Republic of Kazakhstan who lost their parents or parental care before reaching adulthood and remain without the care of their only parent or both parents when applying.

Submit one of the following documents:

• A copy of the death certificate for both parents or the only parent, or other documents confirming the absence of parents: a court decision terminating or restricting parental rights, declaring the parents missing or deceased, or recognising them as legally incapacitated or having limited legal capacity.
• A copy of the agreement placing the child in foster care.
• A certificate confirming residence in an institution for orphans and children without parental care.

• A foreign national’s identity document confirming Kazakh ethnicity.

• Birth certificates for all children under the age of 18.
• A valid certificate of enrolment if an adult child is studying full-time at a university or college.
• The parents’ identity cards.
• Marriage certificate.
• A certificate confirming large-family status.

Single-parent family status for at least three years

• The applicant’s birth certificate.
• Divorce certificate.
• One parent’s identity card.

One parent is deceased

For this category, status is determined regardless of the date of the parent’s death.

• The applicant’s birth certificate.
• The death certificate of one parent.
• One parent’s identity card.
