
Sultan Zhayik Isayly

Education
In 2004, Sultan Zhayik graduated with honors from K. Zhubanov Aktobe State University, specializing in Kazakh Language and Literature.
In 2007, he was awarded the degree of Candidate of Philological Sciences. In 2014, the UK NARIC centre recognised his academic qualification as equivalent to a PhD in the United Kingdom.
In 2009, he studied at Limkokwing University of Creative Technology in Malaysia. In 2013–2014, he pursued studies and professional training at Brunel University London under the Bolashak International Scholarship.
Professional Career
Sultan Isayly has been actively engaged in education, covering teaching, research, management, and international project implementation.
Over the years, he has held various leadership positions in both educational institutions and government bodies.
He served as the National Project Coordinator for the World Bank's education project in Kazakhstan, contributing to the implementation of a project worth USD 67 million.
At UNICEF, he worked as a consultant on monitoring and evaluation in education.
From 2023 to 2025, he was the Head of the Education Department of Aktobe Region.
Later, he led the business development direction at BINOM EDUCATION.
In 2026, he held the position of First Deputy Director of the National Testing Centre, overseeing university admissions and national testing system improvement, as well as cooperation with international assessment organizations. He also served as an Advisor to the Minister of Science and Higher Education of the Republic of Kazakhstan.
Since September 2026, he has been appointed as a Member of the Board and Vice-Rector for Academic Affairs – Acting Rector of K. Zhubanov Aktobe Regional University.
Professional and Research Activity
His expertise covers educational policy, quality assessment in education, higher education admissions systems, professional development of teachers, educational analytics, and international comparative research.
For several years, he has worked as an expert examiner in the International Baccalaureate (IB) system, serving as Principal Examiner for Kazakh A: Literature in the Diploma Programme.
He has participated in joint educational projects with international organisations, including the World Bank, UNICEF, and other international assessment and testing bodies.
He is the author of scholarly and expert works, including publications on artificial intelligence, educational policy, and literary studies. He has been published internationally, including in a scientific journal under UNESCO.
Awards
In 2011, he received the award from the Foundation of the First President – Elbasy.
In 2012, he became a laureate of the Mukhtar Auezov Prize.
In 2018, he was awarded the Honorary Certificate of the Minister of Education and Science of the Republic of Kazakhstan.

Beknazarov Rakhym Agibaevich

Born in 1967 in Aktobe region.
Education
Beknazarov Rakhym Agibayevich - in 1993 he graduated from the Faculty of History of the Aktobe Pedagogical Institute named after K. Zhubanov, having received the specialty of a teacher of history, social science and public law, was accepted as a teacher at the Faculty of History.
In 1994, he entered full-time graduate school at the Institute of History and Ethnology named after Ch.Ch.Valikhanov NAS RK in Almaty. In 1999 he defended his dissertation on the topic: "Traditional stone-cutting art of the Kazakhs", with the assignment of the scientific degree of candidate of historical sciences.
Labor activity
From 1999 to 2003 worked as a senior lecturer, associate professor at the Faculty of History of the K.Zhubanov Aktobe State University. Held administrative positions: Deputy Dean, Dean, Head of the Department of Ancient and Medieval History of Kazakhstan.
Since December 2003, he has been a doctoral student at the Department of Ethnology and Anthropology of the Institute of History and Ethnology named after Ch.Ch. Valikhanov, MES RK in Almaty. In December 2010 he defended his doctoral dissertation “Kazakhs of the Northern Aral Sea region of the 19th – early 20th centuries. (historical and ethnographic research), Doctor of Historical Sciences, Associate Professor of the Higher Attestation Commission of the Republic of Kazakhstan (2009).
In 2001 and 2002 passed a scientific internship at the French Institute for Central Asian Studies (IFEAC) in Tashkent. In 2006, within the framework of the Diderot program, underwent a scientific internship at the Institute of MSH in Paris (France) under the guidance of Professor of History Vincent Fourgnot.
From 2009 to 2012 worked as Deputy Director for Research at the Ch.Ch.Valikhanov Institute of History and Ethnology, KN MES RK, Head of the UMU ASPI (2013), acting Vice-Rector for UiUMR K.Zhubanov ARSU (2014).
More than 115 scientific articles, 2 monographs (one in co-authorship) and 3 monographs as part of the team of authors are published.
He is a specialist and organizer of scientific expeditionary research in the field of traditional Kazakh ethnography, ethnoarchaeology, monument studies and diasporology on the territory of the Republic of Kazakhstan and adjacent territories - Russia, Mongolia, China. Head of 2 grant projects of the Ministry of Education and Science of the Republic of Kazakhstan, co-executor of 3 scientific grant projects. Since 2010, has been an expert of JSC "National Center for State Scientific and Technical Expertise" on scientific grant projects of the Ministry of Education and Science of the Republic of Kazakhstan. Since 2015 he has been hosting the popular science program "In the Stream of History" ("Tarikh tagylymy") on “Kazakhstan-Aktobe” TV channel.
Since January 2017 - Vice-Rector for Science and Innovation of the Aktobe Regional State University named after. K. Zhubanov.

Dastan Khussainov

Dastan Khussainov - in 2010 graduated from the Dwight Look School of Engineering at Texas A&M University, Texas, USA, with a BSc degree in aerospace engineering.
In 2013 graduated from the School of Mechanics and Mathematics of the Eurasian National University named after L.N. Gumilyov with MSc degree in Mechanics.
In 2019, graduated from the School of Economics of the Omsk Humanitarian Academy with MSc degree in Economics.
Work experience
2011 to 2012 worked as laboratory assistant at the Laboratory Center UCL Foundation of the Autonomous Organization of Education "Nazarbayev University".
2012-2013 worked as a manager of the contract research and engineering department at PE “Nazarbayev University Research and Innovation System”, AOE NU.
2013-2016 worked as the Director of Academic Laboratories of the PE “Nazarbayev University Research and Innovation System”, AOE NU.
2016-2018 worked as Director for Services Development at the PE “Nazarbayev University Research and Innovation System”, AOE NU.
2018-2022 headed the Core Facilities of the Autonomous Organization of Education "Nazarbayev University", and the interdisciplinary research center.
Dastan Khussainov is an expert in the field of creation/development of research and laboratory infrastructure, building service-oriented departments and business processes, innovation and entrepreneurship zones.

Yessenbayeva Gulnara graduated from the Karaganda Institute in 1994 with a degree in Accounting and Economics.

From 1996 to 2002 - a leading accountant of the Aktobe Treasury Department, Aktobe city.
From 2002 to 2004 - an economist at the Aktobe Regional Gas Management LLP.
From 2004 to 2005 - Deputy Chief Accountant of the Aktobe State Pedagogical Institute.
From 2005 to 2017 – a senior economist at the Department of Economics and Finance of Aktobe Regional Telecommunications Directorate – a branch of Kazakhtelecom JSC.
From 2018 to 2021 - a Head of the Department of Economics and Finance, Western Regional Telecommunications Directorate - a branch of Kazakhtelecom JSC.
From January 2022 to April 2022 - a senior economist at the Finance and Expenditure Accounting Department of the Corporate Sales Division - a branch of Kazakhtelecom JSC.

Kartzhan Narkozy Esengeldiuly graduated with a bachelor's degree in 2017 from Aktobe State Regional University named after K. Zhubanov, majoring in "Foreign Philology", In 2019 master's degree at the same university in the specialty "Philology."
