As part of the educational process, the Department of Public Administration, Finance and Marketing regularly hosts guest lectures, master classes, and other academic events.
According to the plan for the 2024–2025 academic year on involving international specialists in the university’s educational activities, two foreign scholars were invited to the department in the second semester to deliver lectures to students.
On April 18, 2025, an engaging and informative workshop on the topic “The Integration of Artificial Intelligence in Scientific Research” was conducted for second-year students. The speaker of the event was Dr. Viachaslau Filimonau, a Ph.D. holder from the University of Surrey (UK).
During the “Fundamentals of Scientific Research” class, students learned about modern approaches to applying artificial intelligence technologies in academic research. They actively participated by asking insightful questions and sharing their opinions on topics of interest. The speaker elaborated on the advantages and disadvantages of using AI in science and discussed its potential to accelerate and automate research processes.
As part of the workshop, the participants were introduced to tools used for calculating formulas in empirical research, as well as modern methods that help simplify scientific processes.
This format of instruction not only broadens students’ horizons but also inspires them to pursue new areas of research, giving momentum to their future academic projects.
In addition, a lecture on the subject “Financial Accounting” was organized for second-year students of the “Accounting and Auditing” educational program. The lecture was delivered by Leila Ayupovna Maisigova, Candidate of Economic Sciences and Associate Professor from Ingush State University (Republic of Ingushetia).
At the Department of "Public Administration, Finance, and Marketing," it has become a tradition to invite alumni and industry professionals to conduct practical classes. This approach helps combine theoretical knowledge with practical skills.
Among the invited guests was Yulia V. Tsymbalova, founder and head of the "PROF SERVICE" group of companies (accounting and auditing services), who delivered a program on “Accounting and Auditing” within the course “Industry-Specific Accounting.” The key highlights of the session were case studies on accounting practices across various sectors of the economy.
At the Department of "Public Administration, Finance, and Marketing" of Aktobe Regional University, a guest lecture on the topic “Concepts of Enterprise Functioning” was held with the participation of an international lecturer — Associate Professor Sh.U. Niyazbekova from the Department of Banking and Monetary Regulation of the Financial University under the Government of the Russian Federation. The lecture was organized for third-year students of the “Finance” and “Management” programs.
During the lecture, students received comprehensive information about financial management and its role in ensuring the stability and competitiveness of enterprises. Sh.U. Niyazbekova shared examples of successful real-life cases, which helped students better understand how theoretical concepts are applied in real business practice. At the end of the lecture, an engaging discussion took place, during which students asked questions and discussed current challenges facing enterprises in today's economic environment.
Each academic program within the Department of "Public Administration, Finance, and Marketing" has its own partner branches. In addition, the educational process includes the involvement of not only academic scholars but also industry professionals who conduct practical training sessions.
In the second semester of the 2024–2025 academic year, second- and third-year students of the educational program 6B04104 – “Finance” gained hands-on experience during classes conducted by Maira Turganbaykyzy Kadralina, the Director of the VTB (Kazakhstan) branch in Aktau.
With her extensive experience in the financial sector, Maira Turganbaykyzy also teaches the courses “Banking Activity Analysis” and “Money, Credit, and Banking.” Through these classes, students not only explore the theoretical foundations of the banking system and economic processes but also acquire essential practical skills in the field of banking.
These sessions provided students with relevant and up-to-date knowledge aligned with the current demands of the banking industry. Maira Turganbaykyzy discusses real-life banking scenarios with students and analyzes case studies together, offering valuable recommendations for addressing various professional challenges.
Such practice-oriented classes help students gain a deeper understanding of the subjects and develop key professional competencies in finance and banking, significantly enhancing their preparation for future careers.
The training process also involves collaboration with Nurayym Nysambayeva, a financial analyst, business consultant, and project manager with over 10 years of professional experience (including roles at Atameken NCE, Aktobe ACC, Almaty Financial Park, and Arg Group in Astana).
During a series of sessions, third- and fourth-year students of the 6B04104 “Finance” educational program explore the fundamentals of business planning and learn the process of creating a successful business plan—from the initial idea to its effective implementation.
The training covers topics such as the mission and objectives of a business, market analysis and competitiveness, financial modeling, and product or service promotion strategies. Students also learn to identify potential risks and develop strategies to manage them, equipping them with the confidence and competence needed to pursue entrepreneurial endeavors.
Based on the cooperation agreement with the Orenburg branch of the Russian Presidential Academy of National Economy and Public Administration (RANEPA), international students arrived for full-time studies at our university during the first semester of the 2024–2025 academic year (from November 20, 2024, to December 20, 2024). These students included Darya Aleksandrovna Eremina and Vladislav Vitalyevich Bosenkov.
Irina Leonidovna Radoshnova, PhD in Economics and a scholar from the Orenburg branch of RANEPA, delivered lectures to students and conducted master classes for faculty members.
On the eve of the National Currency Day — Tenge, a meeting titled “Tenge and Financial Literacy: A Step Towards Financial Independence” was held at the Youth Palace. The event was attended by Bisenbin Zh.M., Head of the Organization and Control Department of the Economic Investigation Department for the Aktobe Region; Captain of Police Kurmangazin A.G., Senior Operative Officer of the Cybercrime Unit of the Criminal Police Department of the Aktobe Region; Umirzakov E.U., Chief Economist-Specialist at the National Bank of Kazakhstan’s Aktobe Branch; M.T. Kadralina, Director of the VTB Bank “Western” Branch; and others.
During the meeting, issues related to financial literacy were discussed, including the effective use of finances and ways to avoid fraud by scammers.
SCIENTIFIC ACTIVITIES
Aigul Amangeldievna Niyazbayeva, PhD, Associate Professor of the Department of Public Administration, Finance, and Marketing at K. Zhubanov Aktobe Regional University, successfully implemented a project under the "Zhas Galym" program titled "Development of a Model for Social and Labor Mobility and Professional Orientation of Youth in the Region." The project was carried out from May 12, 2022, to December 31, 2024.
The project idea is to develop a model of social and labor mobility and professional orientation of the region’s youth, aimed at enhancing the competitiveness of human capital, improving the social situation amid the economic crisis, increasing youth literacy, and reducing the negative impact of unemployment issues among young people. The project’s goal is to study the problems of youth in need of social and economic assistance, provide recommendations to improve social conditions and increase social and labor mobility, as well as to identify the influence of social and economic problems on these processes.
The project results include the development of an effective model of social and labor mobility and professional orientation of the region’s youth, which will help address youth-related problems. Three articles based on this research have been published in domestic journals accredited by the Committee for Quality Assurance in Science and Higher Education of the Ministry of Education and Science of the Republic of Kazakhstan, as well as one article in a journal indexed in the SCOPUS database (Q2, 69th percentile).
Viachaslau Filimonau, PhD, from the University of Surrey (United Kingdom), conducted a two-day scientific seminar for faculty members, master’s students, and doctoral candidates on the topic “Publications in International Journals Indexed in the Scopus Database: The Perspective of the Author, Reviewer, and Editor.”
Candidate of Economic Sciences, Associate Professor Leila Ayupovna Maysigova from Ingush State University (Republic of Ingushetia) held a meeting with the faculty on the topics “Organization and Participation in National and International Competitions, Grant Activities” and “Application of Artificial Intelligence in Education.” During the discussion, she shared her experience in using artificial intelligence in scientific and educational activities, as well as outlined ways to participate in grant projects. As a result of the meeting, the faculty plan to publish one article indexed in the Scopus database and two articles in journals recommended by the Committee for Quality Assurance in Science and Higher Education of the Ministry of Science and Higher Education of the Republic of Kazakhstan.
The faculty members of the Department of Public Administration, Finance, and Marketing participated in a guest lecture featuring the foreign scholar Yuri Zhukov.
As part of the “Science Month – 2025” events, a roundtable was held on April 17th to present the book by honorary professor of Aktobe University, Doctor of Economics, and mentor-teacher O. Zh. Aliev titled “The Difficult Journey on the Path of Knowledge” («Білім жолындағы тар жол тайғақ кешу»). The event was attended by faculty members of the department, as well as graduate students, doctoral candidates, and Kazakhstani scientists.
During the meeting, the scholar shared the history of writing his work and introduced the main sections of the book. In turn, the veteran educator and economist Oraq Zholmyrzauly spoke in detail about his creative works and shared his future plans. The participants of the roundtable were deeply impressed.
Senior lecturers of the Department of Public Administration, Finance, and Marketing, M.A. Toktarova and A.О. Аlieva, organized a scientific poster exhibition.
Topic: Practice of preparing consolidated financial statements in accordance with International Financial Reporting Standards (IFRS).
International Financial Reporting Standards (IFRS) are a key tool for ensuring transparency and trust in modern business. This study analyzed current methods of preparing consolidated financial statements and practical aspects involved.
Consolidated financial statements allow for an accurate reflection of financial relationships between holding companies and their subsidiaries.
The study covered the following:
- Accounting for and elimination of intra-group transactions
- Consolidated reporting of multinational corporations
- Profit distribution and minority interests
- Consolidated reporting with special attention to current trends and digital technologies.
To support the implementation of startup projects among students, a meeting was organized with Nurbek Duymukhanov, head of the Commercialization Office. Students have a great opportunity to participate in academic mobility programs for study or research funded by government grants. He informed the students about the following opportunities:

• Integrating into the international educational community;

Within the framework of the national (internal) academic mobility program, studies were completed at Narxoz University (Almaty), S. Seifullin Kazakh Agro Technical University (Astana), Zhangir Khan West Kazakhstan Agrarian-Technical University (Uralsk), and Almaty University of Technology.
